fix: key manager

the key manager has been broken for a few months. this change should test if it was fixed.

Description

The sst config along with environment variables were both provided and deployed to sst.

Motivation and Context

so we don't have to have every pipeline fail.

How Has This Been Tested?

the true test is merging this branch
