Adding iteration loop for recursive-dynamic approach with technology learning and economy of scale module
This model takes the installed capacity of new technology from MESSAGE and optimizes the number of units and their size to minimize the investment cost. The results return `inv_cost` of the technology to MESSAGE

Making technology learning optional and allowing foresight window size to be adjustable
add year4 set to define which years results are fixed for each iteration in the recursive dynamic approach
This is a temporary data load to include wind_ppl as a technology that will experience learning. Needs to make this automatic for the full model implementation
