Add system specs for admin and registrar flows

Summary

• Replace the original combined system test with focused specs per flow (admin login, admin assigns/reviews attempts, registrar completes theoretical/practical tests).
• Add missing flow coverage that wasn’t exercised in the original file.
• Remove the old aggregated system test file.
