This PR adds a new pnep-v4 forecast configuration for Djibouti that was used during a workshop. The new configuration tests the inclusion of the ECMWF model and is intentionally not set as the default since it's not yet the official forecast.
- Added pnep-v4 forecast configuration with December 2025 workshop parameters
- Minor whitespace cleanup (removed trailing spaces) in several SQL queries

Added the forecast used during the workshop. I didn't update the default value since it's not the official forecast.
