Summary

Embed root.squashfs into the initrd to eliminate runtime downloads during boot.
This improves boot reliability and prevents the OS from selecting an unintended network interface early in the boot process.

Note: This change depends on gardenlinux/gardenlinux#4298 being included in an official GardenLinux release. Marked as do-not-merge until then.
