The actual problem here is the line slightly above this that gets the organization id. If you uncomment this line you always create a new record. This is fine if it's the first time you run the script, however the second time creates a second fixed asset.
Change
$api__org_id = $api__body.data.attributes.organization_id
to
$api__org_id = $api__body.attributes.organization_id
then no need to comment these lines out.
