Have been using this on a project recently and wanted to ensure it works with current gems

Main goal for me was getting CI working with supported versions of ruby and rails.

Changes in this PR:

  • Update the test app to rails 8
  • Remove unused files from test app
  • Unlock development dependencies to work with current rails
  • Update CI dependencies and ruby versions
