Add rocky 10 build recipe

Add support for Rocky 10.

Thank you for your update regarding Red Hat 10 variant. Since it's a new and continuously evolving platform, I won't be able to add it to the master branch at this time.

We have two options moving forward:

1. You can work on your own fork to maintain support for Rocky 10. I don't plan to officially support Rocky 10 until 2028, as we will continue to support Rocky 8.10 until its LTS support ends in 2029.
2. Alternatively, you can work on a dedicated Rocky 10 branch within this repository to align with my ongoing work.

Please let me know which option you prefer.

@jeonghanlee I'm happy to keep the draft PRs open and operate from my forks for now. In particular, since some of your dependencies aren't currently available on Rocky 10 I think this is sensible. We can revisit this when you are ready. For now, I'll use these PRs to track changes.
