Travel Monkey enhancements

Two enhancements:

1. Added UWP project, so that the application can be used on a Windows PC,
2. Added a Speak button next to the picture description that is retrieved from the Computer Vision service - my kids (who still cannot read) loved it when they take photos and hear the funny descriptions made of them.
