What this PR does:
Updates dependencies to Kubernetes 1.35, Go to 1.26. Lots of tools upgrades also. This caused a lot of updates due to controller-runtime updates and other API changes.
I tried to make commits self-reviewable, but there's few overlaps around recorder.
