This PR adds
kip-0020.md, specifying KIP-20 “Covenant IDs”: a consensus-trackedcovenant_idcarried by UTXOs and declared by outputs, with continuation/genesis rules and script-engine introspection support. The goal is first-class, sound covenant lineage/membership without parent/grandparent-transaction witness workarounds.Reference implementation lives in the
