Fixes the KCC20 minter/controller identity check so the KCC20 minter branch remains owned by the controller covenant ID, not the admin pubkey.
Also updates the minter bootstrap test to derive covenant IDs from real genesis transaction preimages, and documents the phased bootstrap flow in the KCC20 book.
