Check.py now assumes strings from the permission list to play better with aclEdit.py and json writing. Check.py contains nonfunctioning code to implement indefinite begin and end times on time restricted permission. This needs to be fixed

New permissions list editor. check.py now supports time sensitive permissions (but not indefinite beginnings or ends).
