feat: add ML/Data Science APIs to collection

Description

Added several Machine Learning and Data Science APIs to the Artificial Intelligence & Machine Learning section of the public APIs collection:

• Kaggle API: For dataset and competition access
• TensorFlow Serving API: For model deployment
• Weights & Biases API: For experiment tracking
• Papers With Code API: For ML research access

These additions are part of my Keploy API Fellowship contribution.

Hey @stealthinator45, It seems that you haven`t add the link in the apis, please add the links
