Initial support for Kodi 19

The module install's successfully on Linux and AndroindTV. But I didn't test it if it works as expected (because I don't know how :) ).
This is a dependency for harrygg/plugin.program.tvbgpvr.backend#1

This is a breaking change. Currently this is mainly used by addons that run only on Kodi 18 and it will break them. It's better to leave this as is, and have a new garepo for Kodi 19.

Hi Harry,

It seems that I have misunderstood some of the information from Kodi's site/forum.
The problem is that I though that Kodi 18 has some kind on Python3 support, which obliviously is not the case.
So, in this case you are complete right - a new plugin written in Python3 will be a better approach.

Actually, why is garepo needed? What is it its purpose?
To collect usage statistics or something else.
