update dependencies and support for syntax highlight in jupyterlab 4.x / notebook 7.x

• closes Highlighting in jupyterlab not working anymore #436

• by installing dependency jupyterlab-stata-highlight3, which works for jupyterlab > 4.0, notebook > 7.0, may not work for previous versions

• tests added / passed

• implement jupyter_kernel_test.msgspec_v5 in tests/utils.py

• known issue test_stata_more cannot pass for automation mode (at least Windows, works well for console mode on Linux)

• passes git diff upstream/master -u -- "*.py" | flake8 --diff

• whatsnew entry

• update dependencies with poetry, now compatible with most recent major versions (e.g., python 3.13, ipykernel 6.30.1)
