Implement the essential functions which solve any MDP using CUDA and value iteration. Additionally, implement a point-based POMDP solver which uses MPI to distribute the belief point computation across a collection of processors and then combine them to obtain the final solution. Both of these should be implemented in the same library, and should use 'librbr'. Also, include a 'nova_tests' project which evaluates these functions.
