Summary
Changed the readme file to the rst format and deleted the previous md file, while ensuring the contents of the file are updated to the latest hallmark version.
Details
Changed the format by adding a readme.rst file with the contents from the previous readme.md file and updating the file with the details of the latest hallmark version, such as ParaFrame being a subclass of dataframe. Also, we ensured that the .gitignore to not ignore .rst files.
Testing
We did not require testing in this case.
Follow-on
Some modifications would include adding more updates to the readme file when Hallmark is upgraded.
