Updates @lando/php to ^1.10.0 for DB client auto-detection and composer fix. Also fixes release workflow trigger from created to published so draft releases properly publish to npm when published.

Fixes the npm release workflow to run on GitHub release events of type published (instead of created), aligning publishing with actual release publication.
