Fixes an inaccurate glossary entry that described subnet registration fees as “locked”.
Subnet creation and neuron registration fees are recycled/burned (subtracted from issuance), as already documented in the “Recycling and burning” section.
This change removes the incorrect wording to keep the glossary consistent with existing documentation.
