Authenticate gh CLI before creating auto-fix PR

The new fallback step calls gh pr create when a direct push is rejected, but the workflow never authenticates the GitHub CLI or exports GH_TOKEN. On GitHub-hosted runners gh exits with “not logged in” unless gh auth login is run or GH_TOKEN is set, so this branch will reliably fail as soon as it is needed, leaving the job red and no PR created. Provide authentication (e.g. env: GH_TOKEN: ${{ secrets.GITHUB_TOKEN }} or an explicit login) before invoking gh.
