P1 Badge Reinstate GPL license blocking in dependency review

The dependency-review workflow now whitelists GPL/AGPL/LGPL licenses in allow-licenses, replacing the previous explicit GPL/AGPL/LGPL deny list. As a result, PRs that introduce dependencies under these licenses will no longer fail the compliance gate and will be silently accepted. If the intent was to keep GPL-family licenses disallowed, drop them from the allowed list or restore the deny list to avoid this regression.
