First step is to make perl Build.PL run. After this change I am able to run "perl Build.PL" and then "./Build" without failures.
According to new information only the unsigned versions of gsl_spmatrix's norm1 function are missing.
Add the new functions introduced in 2.7 to Ver2Func.pm Also fixes issue leto#239
Adds a GitHub action workflow to test the generated dist against various combinations of perl and GSL.

Anybody knows what happened to @leto? According to his GitHub page there has not been any activity the last 8 months which seems not right. |

It seems all tests have passed for this PR in my fork. I am continuing the development in a new repository where I have write access. The plan is then to also merge PR #229 and then maybe do some testing on macOS and Windows before uploading a new release to CPAN. Please let me know if this sounds ok. |

This PR builds on #240, which should be merged first.
Adds a GitHub action workflow as an alternative to the travis build, see issue #235. The current workflow tests against perl version 5.34, 5.32, 5.30, 5.28, and 5.26, and GSL versions 2.7, 2.6, 2.5, 2.4, and 2.3 which give 5*5=25 test cases.
This also solves #235.
@leto If you merge this, we should be able to see build results. If the tests passes the next step would be to upload a new version of the module to CPAN.
