Unify VOICE_MAPPING and KNOWN_VOICE_IDS into a single VOICE_CONFIG that holds Minimax voice IDs and optional model version overrides. Pin phoebe to speech-2.6-hd.
Prepend ID3v2.3 tags (title, artist, comment) to generated MP3 audio for provenance tracking. Built-in voices use their display name as artist; custom voices use the user's voiceName. Tags are embedded before caching so cache hits already contain them.
