Files under /etc are considered specific to the host.

Dracut supports generic initramfs generation, where only files under /usr are included.

You need to add a signed-off-by line.

I don't know if these are really "per host", they are kind of weird. If they are not installed in the initrd then some boot configurations will not work. rootfs on NFS for example. If the udev rules that read them are installed the file should be installed too, IMHO. Though you can argue about what their contents should be in a generic initrd.
