这个修改是没问题，但是这个修改不能解决你描述的问题呀。
当前 ubuntu-latest 就是 ubuntu-24.04。GitHub Action 的 Ubuntu Image 大版本是只在 LTS 的时候更新的： https://github.com/actions/runner-images?tab=readme-ov-file#available-images
