This PR adds a Information specification on the use of Characters within chat documentation.

I feel that this is a bit over-engineering, as it's quite a straight-forward thing.
But you were probably asked for explanation too many times, so I understand the motivation and it's ok to have this doc to point to.

Also nice to load this context into AI while working with our repos.

I think we have different understanding in the purpose of specifications @igor-sirotin.

Specifications are a tool to gather consensus.

We write specs as a means to share how we think something should be done, and receive feedback. In a decentralized context, we put out ideas and ask others to adopt them.

My motivation is to see this adopted by more contributors, as I believe it to be critical to our mission.
Consistency in Specs, Docs and examples can make it easier for Developers to understand what is happening, and that is my primary focus. The subjectively best specification ever written rfc2119 focuses on a similar problem promoting consistence to promote clarity.
