feat: add debug commands for interrupt sync diagnostics#25

Add /zint debugsync and /zint debug to help diagnose sync issues between group members. When debugsync is ON, logs sendUsed results (including SendAddonMessage return value) and incoming USED messages from other players. /zint debug dumps the full groupData state. Bump Interrupts to 2.1.1.
