Add initial vote share requirements draft#16

Thanks @cooldracula - I think the primary example should be about agreement rather than disagrement/objection. Eg: for this proposal to pass we need 75% of people to agree. That's always been how customers have explained their rules to me. Then I think it's helpful have an example where no more than 30% of people abstain. And finally could you please show an example of block, where it must be no more than 0%, because people have asked about this too. |

Great point! Will make these changes. |
Adjust the detailed example to be showing a consenting vote requirement, as this is more common. Add a section on different types of requirements to illustrate using these for abstaining and blocking votes. Updates the screenshots to match and various style improvments.

@robguthrie : I adjusted the article following your feedback. I attempted detailed examples for the blocking and abstaining options, similar to the current extended example around a consenting requirement. This seemed overlong with too much redundant text, and so opted instead for a new section listing different requirement examples. Is that sort of what you envisioned? |

It's fantastic. Thank you so much! |
This PR adds a new article on vote share requirements, with corresponding images and an updated sidebar.
I attempted to describe the feature as cleanly as possible, without the examples feeling too mathy. I am happy to revise if I did not succeed, or am missing important features or nuance!
