For adding a stacker to MAF that will calculate an estimated second moment (shape) contribution to images due to the differential chromatic refraction (DCR) across a band. This supplements the existing DcrStacker which calculates an estimated first moment, the zenith-ward shift of an image relative to it's unrefracted position, due to DCR.
