This builds on #60, and should only be merged after that. This is a bit of a work-in-progress, so this branch may get rebased on occasionally.
Most of the badge & barcode REST API endpoints change after this, as they get more logically grouped. I did consider keeping these together, but it makes more sense to be able to more clearly enable these individually.
The changed endpoints need to get documented better -- and in fact the modules in general should get documented better.
