## What is the goal of this PR? Migrate to antlr-rust 0.3.0-beta and stable Rust. ## What are the changes implemented in this PR? Remove the unstable `#![feature()]` invocation and update the antlr tool generator for Rust.

Due to an issue in
rules_rust, we need to output a set of*.rsfiles instead of a directory with those file (as rest of the implementations do)
