Optimized Rule.normalizedWorkspaceName by replacing String.replaceAll with a static constant CharMatcher from Guava. This avoids recompiling the regex pattern [.-] on every invocation, improving performance in hot paths like dependency graph generation. Added RuleTest to verify correctness.
