Updates, fixes, improvements, and nicer messages!

• Transitioned from webin-8.1.0 to webin-cli 9.0.1
• Improved filtering logic for taxonomies
• More detailed error messages for a range of possible submission issues
• Fixed GUI bug where tool demands coverage information even though user chose to provide BAM files instead
• Fixed GUI bug where, after completing a first submission, user was unable to start a second submission process
• Fixed a range of issues specific to the windows executable GUI
