• Add torch 2.10 to the wheel build matrix with cp313 (Python 3.13) support
• Update torch-tests.yml to test with torch 2.10 as the latest version
• Update default test version in Rust test utils to 2.10

Test plan

• CI build-wheels workflow builds torch 2.10 wheels for all platforms
• CI torch-tests workflow passes with torch 2.10
