Use tactus in surfExp

Testing out tactus in surfExp

[trygveasp]

This was working fine when I was using
tactus = {git = "https://github.com/mfroelund/tactus", branch="feature/prepare-tactus-package"}

But when I changed to:
tactus = {git = "https://github.com/ACCORD-NWP/tactus"}

It could not longer install. This job has more debug information:
