Add API for ignoring technologies

• Add API to allow mods to declare technologies for SCT to ignore.*
• Add NormalNoCheapStart settings that don't use the 1/2 cost red science from the Normal settings.

*Used to avoid SpaceMod costs going even crazier when including both in my modpack
