Publish artifacts to staging

Summary

This is a PoC of publishing (mirroring) images built as part of any evergreen patch for more accessible staging/prerelease registry in quay.

The following images are mirrored:

From rapid-releases:

• mongodb-search (from rapid-releases)

from ECR/dev:

• mongodb-kubernetes
• mongodb-kubernetes-database
• mongodb-kubernetes-init-appdb
• mongodb-kubernetes-init-database
• mongodb-kubernetes-init-ops-manager
• mongodb-kubernetes-readinessprobe
• mongodb-kubernetes-operator-version-upgrade-post-start-hook

All images are published into quay.io/mongodb/staging/

Additionally, a special easy-to-use helm chart is prepared, with values.yaml rewritten to the staging registries and versions to allow easy installation of the whole bundle without specifying all the overrides for registry in --set.

Helm chart is packaged as OCI image and published into quay.io/mongodb/staging/helm_chart/mongodb-kubernetes:
