Do not render namespace definitions on child elements in JRuby

This already worked for child elements that are Happymapper models, and for all child elements in CRuby.

• Make test classes for to_xml_with_namespaces feature stubbed constants
• Render namespace definitions only on the root element in JRuby
• Regenerate RuboCop to-do file
