Added Plugins

Motivation

One of the best features of CLCL is to include plugins for various tasks. Unfortunately the plugins are not yet in the git repository.

Since the source code of plugins tool_text and tool_util is public available under (https://nakka.com/soft/clcl/index_eng.html) and the main program is now under MIT License, I consider it appropriate to add them here.

Changes:

• added source code of tool_text and tool_util to the CLCLPlugin folder
• converted dsp files to vcxproj files for current visual studio versions
• included plugin projects in the main solution
• merged the english and japanese resource files
• re-located the ini-files to the same location as CLCL's own clcl.ini (C:\Users{username}\AppData\Local\CLCL for installed application, program dir for portable app)
• added resource file for tool_test
• moved menu titles into the resource files
