Submission for Ari's skills breakdown exercise.

Structural split proposal: 5 oversized skills → 16 atomic skills, ~72% context cost reduction on splittable ones.

Note: After reading the thread, I think Rook's approach (workflow skills built around analyst questions, chaining 3-5 commands) is more immediately useful than my structural split. I'd recommend reviewing PR #241 first — mine is the conservative/structural version.

Summary

This PR adds a single markdown document (submissions/mimir-nad.md) containing a skills refactoring proposal authored by Nadezhda Fedorova. The submission analyzes oversized skill files and proposes splitting them into smaller, atomic units grouped by subcommand domain — estimating a ~72% context-cost reduction on the splittable skills.

No code is changed and there are no functional, security, or correctness issues to flag. The document is well-structured and includes a clear rationale for keeping nansen-wallet-migration unsplit. No findings.
