When there are no aleatory variables (only epistemic), create an empty aleat_resample array with shape (aleat_samps, 0) for consistency. This ensures downstream code that expects the aleat_resample attribute to exist doesn't fail. Previously, the method would return early without creating the attribute, which could cause AttributeError in code that expects it to exist.
