Removes legacy code, creates a boiler plate, and transfers existing work on the rewrite.
Some liberties have been taken in order to get a basic bot up and running. This includes a basic Discord module which currently just logs in and logs out when killed.
The existing
configmodule has been moved insideinternal/clearingwaysince the config files are solely consumed by Clearingway. This is in contrast to theenvmodule which could reasonably be used by other modules.Due to the nature of this pull request being a blank slate, please scrutinise it. This is the start of future work after all.
