Changes the
ENVenvironment variable to require eitherproductionordevelopmentwith "enum" validation. Also attempts to load.envfile regardless of if it exists or not. This works as it won't override existing env vars, we can safely catch and ignore the error, and we check for the presence of needed env vars later.
