PR for the version 3.10.0 of Heritrix (and not the higher version) for NAS 7.8
Changes :

Upgraded version to 3.10.0 from IIPC
To use it in NAS, webarchive-commons needs to be upgraded to 2.0.1.
Project version updated to 3.10.0-NAS-7.8-SNAPSHOT
Some classes were in conflict:
- CrawlJobModel has code not reported in the IIPC repository (from PR#1 and PR#2)
- ExtractorHTMLTest: some tests had not been reported in the IIPC repository (from PR#3)
- EngineResource: the commit Gracefull UI Shutdown has been reverted
- BdbMultipleWorkQueues has code not reported in the IIPC repository (from NAS-2560)
- AMQPFilteredPublishProcessor doesn't exist in the IIPC repository and seems to be unused.

This version compiles with java 17 and java 21.
