This fixes the hubot post jobs script.

Staging Testing:

To Actually Deploy This:

needs to set:

IOBOT_USER_ID=USLACKBOT
JOBS_BOARD_ROOM=C0CNL1A3V # this is for prod
JOBS_SUGGESTION_MAX_PERCENTAGE=0 # ramp this up
JOBS_BOARD_SUGGESTION='Hi! please post jobs via a pull request to https://github.com/newhavenio/newhavenio'

Backout commands if it all breaks
heroku config:set JOBS_SUGGESTION_MAX_PERCENTAGE=0 -a newhavenio-bot
