add laut signature format to lila

Sitting at #OceanSprint working on this together with @JulienMalka.

We should use the #laut-sign-only when wrapping the hook to add the laut binaries, because it avoids depending on things that are only required for verification.

Expect the verification commands to just broken on that version now. I will properly lock them away with a feature gate later.
