Fixes NIC-414: Implements mutability-based caching strategy for dashboard assets. Mutable assets (dashboard.css) use conservative caching (5 min + revalidation), immutable vendor assets use aggressive caching (1 year). Includes comprehensive tests and documentation.

Addresses NIC-343: Symphony Mobile QA device matrix + perf budget

Testing framework includes:
- 5 primary test devices (iPhone 15 Pro, SE, Samsung S24, etc.)
- Performance targets: LCP <1.5s, FID <50ms, CLS <0.1
- Automated screenshot capture across viewports
- Horizontal overflow detection
- Touch target size validation (≥44px)
- Text readability checks (≥16px)

Complete notification system implementation:

Ready for immediate integration into Symphony dashboard.

- Dashboard CSS: Conservative caching (5 min + must-revalidate) to prevent stale cache issues
- Vendor JS: Aggressive caching (1 year + immutable) for version-locked dependencies
- Add comprehensive test coverage with regression tests for cache header behavior
- Document caching strategy with clear rules for future asset additions

Fixes: NIC-414

This eliminates inconsistent cache behavior where dashboard changes were hidden
behind 1-year browser caches while providing optimal performance for vendor assets.
