The tutorial on reinforcement learning depends on now vastly out-dated/unsupported libraries for atari simulation. It's been sitting in un-executable state (which, IMO == unmaintained) for several years.

Therefore, I propose to remove it from the published site. This is not a judgement of the article or the topic, but I think having tutorials be executable is a critical component of the numpy-tutorials project!

Without explicit maintenance I think it's indeed difficult to keep this on the site, as we don't want to have broken tutorials. Happy to revisit the decision in the future if we can find a sustainable way to present the topic.
