Description

Updates translations and the AUTHORS file.

A good chunk of the +12000 lines are translations that equal the English source text, which will now be comitted for improved deterministic behaviour. Other big additions are the result of making more files translatable.

Motivation and Context

Crowdin Sync Action is borked, lets do it manually this time. #10578 replaces the current implemenation, which was also used to create this diff.

Thanks for the PR. It seems I've successfully fixed the current script, so for now I'll close this one. We'll see how we go for Release Candidate.
